Mna ndingu Mzwakhe apha eBhayi. Ndingumsebenzi kuMaspala dealing with HCE as a Community Development Facilitator. This office was established in 2005 and since then people have been educated about subsidies until recently in 2017 when the Council approved the new manual on HCE which clearly define the right to housing. It state that, "everyone has the right to access adequate housing and the environment that is conducive for their health and wellbeing. Is there anyone who can help me explain this provision by the Constitution/
